Renovation, Repair and Painting Rule


 


EPA Rule Overview:
The Renovation, Repair, and Painting (RRP) rule is an amendment to the current Pre Renovation Education (PRE) rule.  As of 12/22/2008, RRP requires a new pamphlet to be distributed, called Renovate Right!.

In addition to the publication change, there are numerous other changes involved on a timeline, with the greatest change taking place as of 04/09/2010.  As of this date in Kansas, all contractors that work on a pre-1978 home in which they disturb more than 6 sq. ft. of interior or 20 sq. ft. of exterior surface coating will be required by law to be a certified Renovation Firm, and employ licensed Renovators. 

Training will be required through an accredited training provider to receive an 8-hour lead safe work practices (LSWP) course, or if LSWP has been completed in the past with documentation to show, a 4-hour refresher course may be taken in place of the full 8-hour course.

Once the Renovation Firms and Renovators are licensed and certified, the work can be conducted and upon completion, a cleaning verification must be completed to ensure a safe environment is maintained for the residents.  This cleaning verification shall only be done by a Certified Renovator or as an alternative a clearance test may be performed.

Please note:  Clearance testing may only be done by a KDHE licensed Lead Hazard Risk Assessor.

New Kansas Regulation Status:

The state of Kansas is currently in the process of adopting the regulation for the state.  The current status of the new regulation is:

The new regulations are anticipated to be published March 25th, 2010, and based on that date, will be implemented on April 9th, 2010.

Note:  This training is only to learn about the new RRP rule, it is not an approved Lead Safe Work Practices course.  If you would like to arrange a training session, please ensure that there will be a minimum of 20 participants and that a location will be provided by you.
